Christian Estrosi announced on April 25 that he wanted to privatize "certain arteries in the city to reserve them for bicycles for a month" starting on May 11. This has been done, and new bicycle lanes have been created. This is the case, for example, on one of the main arteries of Nice: the boulevard Gambetta.

In 2019, the metropolitan network dedicated to bicycles included 160 km of bike paths. According to the mayor of Nice, the city has "65km of dedicated bike lanes," and his intention is to double this figure "during this experiment."

Less than 1.5% of Nice residents currently use bicycles for daily travel. The government's bicycle plan hopes to increase this modal share to 9%. The Mayor of Nice is counting on achieving this with the new measures of the bicycle plan.

First of all, it is a purchase aid for all types of bikes that was announced this Wednesday morning. "We decided in council to add a 100€ aid for all the purchasers of mechanical bikes, in addition to the 400€ aid for electric bikes".

This new financial aid of a maximum amount of 100€ should not represent more than 50% of the price of the bike. It is aimed at all adults living in the metropolis and earning less than €2,500 per month. Moreover, the purchase of the bike must be made after the date of the metropolitan decision (Monday, May 4) and only in the year 2020.

Finally, the application can be made only once every five years, from the date of purchase of the bike. However, the aid cannot be combined with the existing 200€ bonus for the purchase of an electric bicycle.

The forms are already available at the main town hall, and on the internet: nice.fr, under the heading of transport and travel, or nicecotedazur.org. Beneficiaries must send their complete applications to the Metropolis before March 31, 2021, as evidenced by the postmark.

Other measures

Since May 10, an application decree will allow companies to encourage their employees to use alternative transportation. Cleaner and less expensive transport such as bicycles or scooters.

Private employers are called upon to implement this aid, which can amount to up to 400€ per year and per employee. In addition, it is exempt from income tax and social security contributions. It replaces the mileage allowance for bicycles that has been in place until now. Finally, the decree provides for the maintenance of this allowance when it is in force in companies and provided for in existing wage agreements.

More measures for the end of the year

The EDPM continue to enter the daily life of the French, with laws more and more advantageous.

From January 1, 2022, following the adoption of an amendment to the National Assembly, employees will be able to be compensated for their home-work trips made in EDPM (electric scooters, gyropods, etc ...) by their employer up to 500 euros per year.

These expenses are paid in the form of a flat-rate allowance, exempt from social security contributions, up to a maximum of €500 per year per employee.

This exemption is conditional on proof that the sums allocated are used for the purpose for which they were intended: the employee must be able to provide a sworn statement or proof of use of the above-mentioned modes of transport.

In addition, it is possible to combine this sustainable mobility package with the payment of public transport passes or public bicycle rental services or the payment of fuel costs and costs incurred for the supply of electric, rechargeable hybrid or hydrogen vehicles.

In this case, there is also an advantage for the employer! This sustainable mobility package is exempted up to a limit of 400 € per year, after deduction of the employer's contribution to the cost of the public transport pass or the cost of fuel or power for an electric, rechargeable hybrid or hydrogen vehicle.
